Welcome to partners.culture.info – an online bulletin board listing projects and ideas that are seeking partners in Europe or internationally for arts and cultural projects.
Using the bulletin board - below - Cultural NGOs and other stake holders are able to search generally for partners or for particular schemes like Culture Programme 2007-2013.
If you would like to post up a partner request, please submit your details.
The list is regularly updated. (There is also an archive). Recent updates have included partner searches for the two calls related to European Year of Intercultural Dialogue (EYID) 2008. Though the deadline for both calls was 31 July 2007, cultural organisations that searched for EYID partners may like to consider an application to the Culture Programme 2007-2013 as intercultural dialogue remains a core theme of this separate call for 2008.
Please note that three other 'Culture.Info' pages may be helpful to any partner search:
(i) If you are seeking a partner specifically for a Culture Programme 2007-2013 projects, you are also encouraged to register on the official Cultural Contact Point partner search database.
(ii) If you are looking for partners in the UK, you may wish to consult the Culture.Info portal for the UK – uk.culture.info
(iii) If you are looking for partners in Europe, Culture.Info offers portals for over 30 European countries – go to europe.culture.info to support your own search.
Also, see the bottom of this page for some external sites that may be of additional use.
Bulletin
(Every effort is made to include as much relevant info as possible - e.g. the name of the particular strand of funding or the special area of interest, etc. Also, please note, some listings are provided by cultural operators for whom English is not the first language)
For potential applicants to the various, new, strands of the Culture Programme 2007-2013, please be advised of eligible countries to partner with:
the EU27, EU candidate countries (Croatia; Turkey)
EEA nations (Norway; Iceland; Leichtenstein)
nations who are expected to sign the Memorandum of Understanding by close of 2007 (FYROM / Macedonia; Serbia).
[Note on Kosovo. Given the sensitive situation and ongoing political discourse Re Kosovo there is still confusion over whether Kosovo will be an eligible 'place' to partner with though it has definitely been mooted as an eligible partner from Jan' 2008 onwards. To be confirmed]
Beyond these eligible places there are NETC (non-eligible third countries, i.e. everyone else) that can be part of a Culture Programme project up to a restricted ceiling: 15% of the total eligible cost budget for activities in Europe involving cultural operators from an NETC and / or for activities taking place within an NETC.

Quality change of human capital in the context of transnational interaction
Deadline: 29th November 2007
The basic questions to be solved in the frames of the project. The focus of interest of the research is the situation of transnational interaction, the kind of stable interaction that is formed beyond socio-cultural frame of a country. The aim of the research is to evaluate the influence of transnational interaction on the structure and quality of human capital. Under the human capital we mean the integrated indicator that includes the level of one’s education, cultural competence, tightness of integration to social networks and the idea of social and individual sociocultural space character and nature. Methods and approaches suggested The research supposes involvement of following theoretical approaches:
1. theory of globalization developed by Y. Beck, the one of the few theorists, who gives the definition of the phenomenon of transnational interaction.
2. the conception time and space by Hagerstrand and Giddens (in his structuration theory) thatallows to understand basic principles of action in situation of transnational interaction.
3. theories of human capital by J. R. Wolsh, B. Cheswick, F. Noimann and J. Mintcer. Integration of the approaches of the authors allows us to work out our point of view on the human capital conception as complex phenomenon of one’s knowledge and skills .
4. the conception of P. Bourdieu, namely the conception of field as the space of relationships between the objective personal and institutional positions.
5. the conception of knowledge at hand by A. Schutz, in particular the ways of knowledge at hand compensation in the process of establishing stable forms of interaction.
Methods of the research
For the realization of the project were taken several methods. First, quantitative formalized methods that allows to compare main tendencies of interaction in cross-cultural aspects. On the next step the quantitative logic of analysis will be chosen, namely the biographical interview method. The expected final scientific results of the project.
1. Developing the model of human capital (its development in transnational interaction conditions);
2. Constructing models of mutual influence of human capital and transnational interaction;
3. Finding out the mechanisms of the influence and possible causes of change in structure and quality of human capital under the influence of transnational interaction.
The most important results of ICSI MUH in the project development. During 2005 – 2007 in ICSI MUH several analytical and experimental investigations were realized. Their aim was to examine changes in social and relationships in postindustrial society, influence caused on them by socio – economical factors, and informational-communicational technologies (ICT). Currently (in spring – autumn 2007) project on studying of influence caused by transnational interaction on the quality of human capital was started in cooperation with COBE University (Japan). Required skills / expertise of partners:
1. Research centers interested in problems of transnational interaction on the theoretical and empirical level of analysis. Especially those, who have an experience in developing the theory of transnational interaction themselves.
2. Organizations that are interested in assisting ICSI MUH on the data gathering (fieldwork) and further discussing the of the project.

Over the past four years a number of Upper Valmarecchia locations celebrated belcanto by hosting a series of events, such as the “Voci nel Montefeltro” program. This program, organised in the town of Novafeltria, focused on a fundamental aspect of opera singing: proper diction and voice emission. It attracted prestigious American and English music schools, that organised summer courses in the town and put together a successful calendar of opera events and concerts.The Upper Valmarecchia region is now developing a European project aimed at bringing together various Music Institutes to help students improve their diction, which is the key to good vocalism and, through a better understanding of the poetic text, can make this genre appeal to a wider and younger public. When analysing the complex world of opera, there are a number of important aspects to take into consideration.One crucial issue is the production of new operas. There are several reasons why new operas are not being produced anymore. The main cause is probably that lyrical vocalism is no longer a source of inspiration for artists who, in some cases, are not even interested in opera anymore. However, we feel that one of the main reasons for the audience’s and composers’ disaffection towards opera is the lack of understanding of the original poetic text. We firmly believe that if artists observed the rules of good phonation in composing music and singers had good diction and voice emission, opera could still have a lot to say to today’s audience, even though it would probably need to be adapted to the modern taste in terms of dramaturgy, as it was always the case over the centuries. Another important aspect to consider is orchestra conduction. A competent opera conductor should also master the rules of vocalism, in all its forms and techniques and should know all the secrets and traditions of orchestra conduction, as they were passed on from master to student. All too often theatres choose young conductors, too immature to have sufficient experience, to have received proper training, or to be aware of the problems and difficulties of vocalism. Such choices, made without a proper background knowledge, can seriously compromise the future career of young, promising singers. VOCI NEL MONTEFELTRO is an ambitious and complex project aimed at:Creating an Opera Academy for students of Opera Colleges and Universities. The Academy, to be held in Palazzo Lombardini in Novafeltria, focuses on improving voice emission techniques, legato and phrasing, with a view to enhance expressivity through the theorethical and practical study of Italian diction and phonetics.Creating an international network of experts (voice technique teachers, scorers and conductors) willing to partecipate with their students in the Voci nel Montefeltro project, on dates to be confirmed, to study the relationship between Italian phonetics and belcanto vocal tenchinque. The program is also open to single teachers and students (without their music teachers). However, it is recommended that students continue their technical preparation with their teachers, alongside with the study of Italian phonetics. The reason for this is that, in order to learn quickly and effectively, it is fundamental that the music teacher and the phonetics teacher consult each other when devising their programs.Creating a network of Music Institutes and Academies where students can study the phonetic systems of all the langauges of opera (French, German, Spanish, English, Russian, Czech, Polish, Hungarian, etc.). This network should become the European point of reference for all langauges.Developing reference material and handbooks for the students, interactive CD-ROMs and Web links for videoconferences (e-learning) to be used by international institutions such as Conservatories of Music, Music High Schools, Opera Associations, theatres, and similar institutions.Organising international cultural events (concerts, opera shows, masterclasses held by famous artists, festivals, conferences, meetings and the like). Developing a wider cultural and tourism policy by providing a diverse offer in cooperation with local institutions where the courses will be held and the Academy will be organised. In the framework of the CULTURE 2007-2013 – support for cultural actions and cooperation – European Programme, the initiative VOCI NEL MONTEFELTRO: ACADEMY, EVENTS is organising a cultural event called “Montefeltro Festival” (Festival del Montefeltro), addressing young composers, conductors and, at a later stage, opera singers. The Montefeltro Festival will happen in three stages:A competition for the production of a new opera with an Italian libretto chosen by the individual candidates, addressing composers studying in European Artistic and Music University Institutions or coming from a different background.A workshop for young conductors covering a repertoire of traditional opera airs, held by well-established conductors.The production and staging of the finalist works and of a selected repertoire. The competition will take place in the individual academies, whereas the workshop, the production and the staging of the works will be organised in theatres in the Montefeltro and Malatesta areas, between the Marche and Emilia Romagna regions. We hope to create a network that brings together different European and international Artistic and Music University Institutions (Conservatories of Music, Academies, and other Music Schools) to pursue the following objectives:Making opera appeal to a wider public.Supporting and giving visibility to emerging artists and new works.
Strengthening and expanding the Voci nel Montefeltro Project aimed at creating an Opera Academy for studying diction, phrasing, and expressivity, the basics of Belcanto.

Web-Tv
The Web-Tv project originates from the show business specific requirement to find a new communication and marketing model of a cultural product, that, traditionally, does not exploit the television means in view of the difficulties placed by the share mechanism that privileges variety show types less demanding. Nowadays the increase, the propagation of technological means and the computer network have generated new pportunities to impose ourselves in the media system. Via internet we have seen the arising of a variegated cultural market that goes from music to computer-graphics and from photography to movie collector. In this context, always in continuous evolution, the demand of culture and information is very strong. In virtue of the web-tv, and even of the theatre, music and dance, it will be possible from now on, to propose our own productions in audiovision, develop a program of spectacular events or technical theatrical dance and music lessons, interact on-line rendering aggregated the creative process in a dialectic immediate and useful manner without quality lack, a service that does no longer humble the cultural experience but carries her, exalting her in the actual dimension. This is the idea of a technological product entirely dedicated to the live show that could work from a digital platform to transmit information of specific interest and simultaneously be the source of exchanges and comparison for all the show operators.
OBJECTIVES:
Web-Tv proposes to:
* put at the service of structures operating in the live shows, Theatre music and dance, the application of technological computer data processing in order to align the cultural demand and offer, at a professional, technical, formative and promotional level;
* structure the possibility of a cultural offer with a television programme schedule in internet, practically unlimited ( if only you consider the artistic audiovisual material volumes that could be seen "on demand" and the shooting potentialities of streaming-live via internet);
* become a new use possibility of the contents (being able to reach whomever network user via the Pc, instrument by now widespread at home and at work, and via mobile telephony);
* connect, via your own network video, the principal italian, european and international Show institutions involving other further environments (for ex. museums, art galleries, cultural centers, archeological areas, universities etc.) to promote new expressive theatrical art forms;
* become a new instrument on-line for the training and adjourning in terms of European cultural politics;
* provide a useful instrument and new opportunities to the small communities or to the individual artists who try to divulge their work;
* transmit show events in connection with all the main european cities and with some international centers.

In the festival, there are diverse arts taking place such as musical performances, painting, video, sculpture, photographs, instalations, public art, performance, etc... There are two different exhibitions, one with general works selected and another one with different works of one author. On the other hand, regarding musical part of the festival, last year world music and advance music were most disseminated along with performances of Dj´s in the caves that surround the location. Workshops related to art and performance in typical places of Puerto Lumbreras, were also developed. The idea is to participate in a multi-annual project of cooperation within Culture 2000 in particular with European festivals or Municipalities that are oriented the same direction or in a cooperation that could be complementary.
Before History - Italy Telling about Bronze Age in Europe through new educational methodologies and advanced tools.
The Bronze Age has left in Europe ruins and tokens of cultures comparable between them, as proofs of a human environment and an historical and cultural European heritage which is less well-known than other historical periods of the human history. Telling about the history of the Bronze Age to the large public (out of universities, workshops and conferences) is a multifaceted challenge:
1. the Bronze Age is a period not renowned to the large public, it is often confused with the other prehistoric eras and it remains an unknown period to lots of people because his understanding requires both historical and scientific knowledge
2. as in general the tokens of the Bronze Age consist in archaeological sites, with a natural and obviously limited accessibility, their knowledge are rather narrowed to who has a special interest
3. many of these archaeological sites have changed so drastically over the past centuries that they are now unrecognisable and additionally, in some cases, restoration works to return them to the original look are not feasible or affordable
4. even if there are archaeological finds, they are often not available as it’s impossible to take them out of the museums because of their fragility and of the expenses related to a temporary transfer (high costs especially for small towns with not enough funds available)
However, spreading knowledge about this period would let the rebuilding of “an European history before Europe”, which –through similarities and differences among the several cultural phenomenon of the period– tell about the common roots of our continent.
In order to reach this goal, it’s necessary to implement new methodologies and tools which:
1. attract large audiences
2. solve the above mentioned issues which hamper the dissemination and the fruition of the tokens of the period.
ACTIONS:
1. PROJECT LAUNCH: the launch of the project may happen in occasion of the International Workshop “Paesaggi ancestrali: i tumuli dell’eneolitico e dell’età del bronzo” which will be held in Udine (North of Italy) on 15-17 May 2008. [The results of project selection should be available in May 2008, but delays may occur]
2. NEW EDUCATIONAL TOOLS: through a number of meetings of a specific task group, it will be realised a manual of “experiments” and “experiences” (best practices) to be adopted in archaeological museum and parks. The manual includes also an introductory part which will illustrate the historical period of our interest and the sites /parks /museum involved. The manual will be available also on line on the project website to everyone who is interested in the topic (particularly teachers, academics and museum operators).
3. NEW TECHNOLOGIES: with the collaboration of archaeologist and IT expert, it will be realised a 3D video of the main archaeological sites. The virtual videos will be available in the museums / parks involved in the project and on the project’s website.
4. THE WEEK OF PREHISTORY: in order to give visibility to the project’s activities and, over all, to the European heritage of the Bronze Age, the parks and the museum involved will organised at the same time a week of guided tours, laboratories and related activities. In this occasion, there will be possible exchanges of students coming from different European countries.

The Flying Gorillas are a company of professional dancers and musicians presenting contemporary dance with live music for children and adults. FESTIVAL OF THE DIALOGUE OF FOUR CULTURES - Poland
The Festival of Four Cultures is both the city of Lodzs and Poland's biggest undertaking designed to assemble different cultural and artistic disciplines within its realms. The Festivals specificity lies in the differentiation of its events. Concerts, ranging from pop music through folk and jazz up to the opera are accompanied by theatrical performances, film retrospectives, and fine arts
exhibitions and have all been respected and well received throughout the years by both national and foreign audiences. Foreign observers and experts from BBC have even marked the festival as a cultural program revolution. (Since 2001 we have quested such stars like Tomasz Stanko, Alphaville, Nils Petter Molvaer, Tommy Emmanuel). The fact that the festival is organized under the honorary auspices of the Polish Prime Minister allows to perceive it as acknowledgement of the government's program of the dissemination of culture, impatiently awaited by many, not only artistic, circles. The festival, itself, as well as the form it takes is the only opportunity emerging in the course of the previous several years to build an international brand: Poland Culture Business. [Culture Programme] Centro de Investigación para el Desarroll - Spain
The project´s main objective will be the establishment of a network amongst cultural agents whose principal activity is developed within the folk music sphere. The establishment of this network will mean the possibility to exchange experiences and to advance in the European Music Heritage. These kind of actions will be a good example and a great help to carry out other similar experiences in an area that has not still been much studied at European level, that is, traditional folk music. Other objectives are to place in common cultural heritage with folkloric European instruments from the 19th Century trying to find common roots and also to encourage intercultural dialogue. The idea is that intercultural dialogue amongst European countries is not something new but has instead a long tradition. The project will be submitted under Cooperation Measures (Strand 1.21.). [Third Country Call (India)] - Maia Interactive
This cultural cooperation proposal is initiated by an Indian classical dance organisation, based in Bordeaux, France, with ties in India. The project, as it stands at the moment, involves: producing a video; organising meetings between Indian and European dancers; producing an interactive title. The French cultural NGO initiating this project would be happy to discuss the project further with. They are looking for partners among cultural organisations in the field of dance, primarily in the JK, Germany, Belgium and Spain. Maia Interactive say: "It is hoped that each of the partner organisations will send a dancer, who usually does solo performances, to participate in the meetings. S/he should not have any experience of Indian classical dance. The partners will participate in the production of the video and the interactive title, particularly their translations. They may be required to contribute to the funding, if necessary." Queries and clarifications should be directed to: Girish MUZUMDAR Maia Interactive

British Art & Design Association
MONUMENTS BADA (The British Art and Design Association) is a legally formed registered charity founded 21 years ago. It does not have a website. BADA aims to submit an application to the Culture Programme 2007-2013 under the ‘annual’ co-operation measures, strand 1.2.1 (2009).
The proposed project - MONUMENTS - will be a catalyst for change and communication in Europe, an opportunity to realise and understand the vast cultural, social and historic diversity that now exists within the new Europe. MONUMENTS through Art and Architecture will celebrate diversity and intercultural dialogue. It is hoped that the central installation, the MONUMENT, will take place in four different cities: Liverpool, Istanbul, Seville, Nuremberg, although others are being researched. As well as this the diverse network of artist will be from countries across Europe. Therefore the organizer is open to interest from the central cities as well as other organisations across Europe demonstrating cultural diversity. This could come in the form of artists groups, artists networks, galleries, museums, etc. Background BADA set up an independent pilot project STATELESS in 2005 in collaboration with artists in Europe – STATELESS is a network that is not yet formalised as a legally formed organisation, although it has produced a number of shows in Liverpool, London and Berlin. See websites: www.stateless.eu.com and http://www.terryduffy.info/2007/monuments3.html
MONUMENTS will be an attempt to express and realise the possibility of a common language amongst all Communities in Europe, a common language that the BADA commissioned writer Michael Watson suggests “is inscribed in ancient standing stones, in monuments, Cathedrals, Temples, Synagogues, Mosques, state buildings, educational institutions.” MONUMENTS through Art and Architecture will be an opportunity to celebrate diversity, common ideals, heal new and ancient wounds and realise that new Europe is an exciting place for development, progress and communication. MONUMENTS will bring core attention to a number of specific iconic European locations, iconic for the historical legacy for right or wrong that was created/established there. At the same time each of these locations will be the hub of creative activity from all corners of Europe increasing the response to that place tenfold. A network of Artists from across Europe, chosen because of their cultural and creative diversity will come to each location and respond and collaborate at will with the aim of creating new monuments to Diversity, Communication and Greater Understanding of the past, present and future and reconsider what we now wish to Monumentalise. MONUMENTS will appropriate a major iconic building within each of the central locations and create a symbiotic installation of the site, the structure and artworks within. This in turn will be the catalyst for outreach, off-site, creative dialogue and collaboration encompassing the diversity of communities within Europe and creating NEW artworks that will be NEW monuments to express a NEW Europe.
